This uses accumulated data derived from how people are using your website as well as the your current page rankings (how high they appear in the search engine's results page).

Apart from the creation of content and putting it into a new page, new pages will also very likely require new menu items and will certainly require new internal links. Sometime new pages should not be made public until a particular date, e.g. time-limited offers, press releases.

When a page is no longer required its removal shouldn't break the site.  Links to the page should be automatically removed.  Content on other pages that refers to this page must also be revised.  Pages may also need to be removed on a given date - no-one likes to see great offers that they can't get any more.

The simple editing of page content should be easy and trouble free.  A review/authorise process can be instituted to assure the quality of new content.
